Overview

This Ministry which provides an exemplary service to all public institutions and public servants under the name of Ministry of Public Administration and Management from 21st September 2015 inherits a history which goes back nearly to 84 years. This Ministry which existed as a Department under the Ministry of Finance before 1931 has seen various transformations after the Donoughmore reforms in 1931 and at present ensures an excellent service delivery in the public sector facing different changes under various governments.

This Ministry was fallen under the leadership of Hon. Ranjith Madduma Bandara, under the name of Public Administration and Management from 21st September 2015 and Hon. Susantha Punchi Nilame holds office as the Deputy Minister.

This Ministry which is considered as “Mahagedara” of public servants today proves its commitment to fulfill the principles of good governance whilst providing necessary directions for public servants and formalizing required policies and plans and Mr.J.J.Rathnasiri, Secretary provides the leadership to the whole staff in the effort of achieving expected targets.

The Ministry of Public Administration and Management, which is the apex of an excellent public service is shouldering its responsibilities as the vanguard being an example to all Ministries and public institutions.

Introduction

Ministry of Public Administration and Management is dedicated to create a public service which gives the priority to the expectation of people playing the role of pioneer in public administration. The Ministry performs a huge role which covers a wide scope aiming at formulation of public policies, human resource management and institutional development. The Ministry looks forward with the objective of managing human resource more productively within the public service whilst carrying out the administrative affairs of All Island Services and Combined Services to achieve national development.

One of the main responsibilities of this Ministry is to formulate administrative provisions and regulations focusing specially to the fairness, uniformity and efficiency in order to build up a public service which satisfies the expectation of the general public. Accordingly, the Ministry performs the tasks such as preparation of public administration circulars and making necessary revisions, whilst submitting observations wherever necessary. Another special task performed by this Ministry if the formulation of policies at national level on public administration affairs, making interpretation and provision of guidelines in this regard. Accordingly, the functioning and administration of the whole public service are ensured so as to provide more productive service.

Objectives

  • Provision of facilities to the projects in • Formulation of productive public policies on recruitments, remuneration and other service conditions in the human resource management of public service
  • Changing attitudes an expectations of the employees in public service in order to make positive responses to the requirements of general public
  • Formulation and implementation of new management structure in order to enhance productivity and quality of public service
  • Establishment and sharing of code of ethics. (Result oriented attitudes, accountability, proper use of resources, impartiality, transparency, etc )
  • Provision of facilities for training programmes and identification of training requirement for conducting training programmes
  • Formulation and implementation of pension programmes with a view to provide remedial measures for issues relating to pension
  • Preparation of a framework for institutional development of public sector with the capacity for the achievement of targets and development targets and priorities
  • Promoting the implementation of information and communication technology to enhance the productivity and quality of the service delivery relation to civil administration, egovernance to which funds are provided by donor agencies as well as Sri Lanka Government, their management and coordination
  • Enhancement of the skills of the staff in public service
  • Enhancement, development and implementation of guidelines in order to simplify the systems and reformulation of processes to work with the changing environment

  • Decentralized institutional network to make the service delivery closer to citizens
  • Application of information and communication technology in order to enhance the quality of public service and transparency in service delivery
  • Citizen charter for standardizing a citizen centered public service delivery

All the institutions such as the Department of Pensions, National Productivity Secretariat, Distance Education Center and Sri Lank Institute of Development Administration under this Ministry make collective measures to achieve the objectives of the Ministry. This institution, which was established at the beginning as a Department under the Ministry of Finance, is now functioning as the Ministry of Public Administration and Management from 22.06.2015 providing its contribution for 85 years under the guidance of different Ministers under different scopes. The administrative leadership is now provided by Mr. J.J. Rathnasiri, the present Secretary of the Ministry, receiving the guidance and cooperation of Hon. Ranjith Madduma Bandara, Minister and Hon. Susantha Punchinilame, Deputy Minister who are the present political leaders of the Ministry.
