Pensions Division
Introduction
Carrying out the tasks entrusted to the Secretary, Public Administration under the Minutes on Pensions, formulating policy matters with regard to pensions, taking action with regard to the requests made by the pensioners and associations of pensioners and coordinating the establishment activities of the Department of Pensions are carried out by the Pensions Division.
This division functions under the supervision of the Additional Secretary (Public Administration), and the Senior Assistant Secretary (Pensions) acts as the immediate supervising officer. In addition, a post of Assistant Secretary (Pensions) also exists in this division.

Objectives
- Issuing the orders of the Secretary, Public Administration, with regard to the pensions, promptly when required.
- Issuing the instructions with regard to the removal of pension anomalies with the objective of uplifting the living standards of the pensioners.
- Assisting the administrative activities of the Department of Pensions as required.
- Supervising and coordinating the activities of the Department of Pensions.
- Revising and updating the policies as required in order to make sure that the payment of pensions is carried out in a fair manner.
Functions
- Investigating the grievances and complaints submitted by the pensioners and their unions and taking action to solve the issues by coordinating with the relevant institutions as required.
- Sending replies to the issues with regard to pensions in arrears, transfer of pensions, unclaimed pensions.
- Informing the decisions of the Secretary, with regard to the payment of pensions to the public officers who are sent on retirement under Sections 12 and 15 of the Minutes on Pensions, to the relevant institutions.
- Activities relevant to performing other functions assigned to the Secretary, Public Administration, by the Minutes on Pensions.
- Carrying out the activities relevant to the revision of various Acts and Ordinances in relation to the Pensions Minute and pensions.
- Coordinating with all the relevant institutions and officers in performing the functions relevant to the pensions.

Combined Services Division
The Combined Services Divisions formulates and implements all policies governing the officers of the following services in order to fulfill the personnel requirements of the public service which include identifying of cadre requirements, recruitment, placements and management of such cadres in terms of respective service minutes.

Organization Structure
e-Human Resource Project
Funding for the e-Human Resource project, which is implemented for the enhancement of human resources in the Combined Service of the Ministry of Public Administration, Provincial Councils and Local Government, is made by the "International Bank for Reconstruction and Development (World Bank)". Information and Communication Technology Agency (ICTA) acts as the Project Consultant for the government.

Establishments Division
The Head of the Department of the Establishments Division, which is treated as a separate Department under the Ministry of Public Administration, Home Affairs, Provincial Councils and Local Government, is the director General. Establishments Division consists of seven units and Unit I, II, IV and VII out of them are under the supervision of Director of Establishments (I). In the meantime, Unit III, V and VI are supervised by the Director of Establishments (II). Each unit of the division is under an Assistant Director of Establishments.
Establishments Division provides assistance to the government for the formulation of policies regarding public servants and ensuring the proper maintenance of public service whilst making interpretations to the provisions of the Establishments Code and the provisions circulars issued by the Ministry of Public Administration, Home Affairs, Provincial Councils and Local Government.

Role of the Director General of Establishment
- Provision of services in respect of establishment activities to public officers, ministries of the government/department/ public institutions/ parties interested on public services and recognized trade unions.
- Preparation of draft Cabinet Memorandums in relation to establishment activities fallen under the scope of Ministry of Public Administration, taking further actions on Cabinet decisions, making observations on Cabinet Memorandums.
- Taking actions in collaboration with Public Service Commission, General Treasury, Department of Management Services, Department of the Attorney General, Parliamentary sub Committees and other Ministries in administrative activities.
- Making observations regarding Establishments Code and relevant Public Administrations Circulars.
