Service Minute No. 1777/35 dated 27.09.2012 is effective from 01.01.2012.
Promotion
Once the particulars of the officers, who have satisfied relevant qualifications, are submitted by the respective Heads of departments in accordance with the prescribed specimen along with the recommendations of the Secretary of the Ministry, the Director General will issue the letters of promotion.
Promotion to Grade II
Officers who have completed an active and satisfactory period of service of ten years in Grade III and earned 10 salary increments shall be promoted to Grade II.
Qualifications to be satisfied
- Shall have been confirmed in the appointment
- Shall have completed an active and satisfactory period of service of ten years in Grade III and have earned 10 salary increments
- Shall have proved a performance at average level or above during the 10 years period immediately preceding the date of promotion according to the approved performance evaluation procedure
- Shall have completed a satisfactory service of 5 years immediately preceding the date of promotion
- Shall have obtained proficiency in the other official language at the relevant level
- Shall have passed the relevant efficiency bar examination on due date
Promotion to Grade I
Officers who have completed an active and satisfactory period of service of nine years in Grade II and earned 09 salary increments shall be promoted to Grade I.
Qualifications to be satisfied
- Shall have completed a minimum of nine (09) years’ satisfactory and active period of service in Grade II and earned nine (09) salary increments
- Shall have completed a satisfactory service of five (05) years immediately preceding the date of promotion
- Shall have proved a performance at average level or above during the 09 years period immediately preceding the date of promotion according to the approved performance evaluation procedure
- Shall have passed the relevant efficiency bar examination on due date
Promotion to Special Grade
Officers who have completed an active and satisfactory period of service of nine years in Grade II and earned 09 salary increments shall be promoted to Grade I.
Qualifications to be satisfied
- Shall have completed a minimum of nine (09) years’ satisfactory and active period of service in Grade II and earned nine (09) salary increments
- Shall have completed a satisfactory service of five (05) years immediately preceding the date of promotion
- Shall have proved a performance at average level or above during the 09 years period immediately preceding the date of promotion according to the approved performance evaluation procedure
- Shall have passed the relevant efficiency bar examination on due date
Assignment of duties
- The Head of Department shall assign duties based on the service requirement, seniority and experience
- Promotions shall not be made depending on the vacancies. The Head of Department shall have the authority to engage an employee in a post belonging to the next higher Grade when it is not possible to assign duties in a post belonging to the same Grade
Transfers
Transfers are made in the following manner.
- Transfer between ministries – by the Director General
- Transfer between departments of the same Ministry – by the Secretary of the Ministry informing the Director General
- Transfer within the same department – by the Head of the department informing the Director General
